In March of this year, the US State Department issued a statement urging travelers to Mexico to exercise "increased caution due to crime" and included several provinces and the capital of its southern neighbor; claiming there was "widespread" homicide, kidnapping, carjacking, and robbery.

Several airlines and tour operators have since adapted their policies but many Americans (as do Europeans) still travel to Mexico for holidays.

Such was the case for Miss Tatiana Mirutenko who was with her husband Mr. James Hoover at a taco restaurant with two friends in the Lomas de Chapultepec neighborhood of Mexico City this weekend when a gunman opened fire.

According to Mexican police, the bullet that killed the San Francisco woman was targeted at a bouncer and fired by one of two men on a motorcycle.

Mr. Wasyl Mirutenko, the dead woman's father, said: "A year ago, we were selecting flowers for the wedding. Today we were looking at flowers for the funeral."

Her mother, Natalie Mirutenko: "I'd give my life if she could just come back."

The young woman, who lived with her husband in San Francisco, was celebrating her first wedding anniversary in Mexico. She worked as an analyst at pharmaceutical company Nektar Therapeutics. The company reacted via a spokeswoman, saying that they feel saddened by the loss of Ms. Mirutenko who is described as "a bright and passionate rising star."

"She was always willing to help on any project across the company and had an incredibly strong work ethic."

The US Bureau of Consular Affairs said in a statement: "We extend our sincere condolences to friends and family members of the deceased. The US Embassy in Mexico City is providing all appropriate consular services to her family. “
