A 59-year-old man was indicted Thursday for the crime of "masturbating vigorously" outside of New Avenues for Youth in downtown Portland on May 3.

Court documents say that a Portland police officer received a complaint about a case of public indecency, and when he responded and arrived at the given location, the officer saw Terry Lee Andreassen with his private part "erect" and exposed to the public. When Andreassen saw the officer, he fixed himself and walked away.

The officer went after the exhibitionist and asked him whether or not he thinks it is appropriate to masturbate in public and also asked for an explanation as to why was doing it. Andreassen admitted to the officer that he was on meth, and that he wants to return to prison because he "fu*^ing hates Portland."

Andreassen had previous convictions for the same crime of public indecency, the first dating back to the early 2001. He was also convicted again for the same act in 2014 where he was also seen masturbating in public while laying on the sidewalk on NW Couch between 1st and 2nd Avenue across the exit of Jones Bar. The affidavit of said conviction says Andreassen was also guilty of staring at a number of females in the bar that were standing in line, while committing the indecent act. The affidavit also say Andreassen has done it two nights in a row that year.

Andreassen is currently detained at the Multnomah County Inverness Jail.

Oregon prohibits performing sex and also exposing one's genitals in public with the intent of arousing the sexual desire of oneself or another person. The law falls under the umbrella of indecent exposure and can result in jail time and fines. Public indecency falls under Class A misdeamenors punishable by up to one year in prison and $6, 250 in fines.
