27-year-old Devin Jutilla of Puyallup, Washington appeared in Pierce County Superior Court Thursday and was charged with four counts of second-degree possession of child pornography. Court Commissioner Meagan Foley allowed Jutilla to be released on his own recognizance. Foley ordered Jutilla to not view child pornography and required that he install Internet tracking software on all his devices.
Department of Homeland Security investigators discovered child pornography was being distributed from an IP address in Puyallup and linked the IP address to Jutilla. DHS investigators then obtained a search warrant for his home, according to charging documents. When they scanned Jutilla's computer they found a torrenting program which is used to share files between devices online. While the search at Jutilla's home was in progress, Homeland Security agents detained him at Seattle-Tacoma International Airport and informed him of the search warrant being carried out at his home. The charging documents say Jutilla then hung his head and asked where he should start.

Jutilla admitted to Homeland Security investigators that he had used the torrenting program to download various media and search for child pornography. He also revealed he had been watching porn since he was in middle school and realized he had a sexual attraction to children when he was around 20-years-old.
The TSA supervisor also told agents about his preferences and the frequency of which he watches pornography, three to five times a day. Jutilla said he has never had physical contact with children and purposely avoids being near them.
