Iowa Prison Escapee Arrested 37 Years Later In Arizona

A man who escaped prison while on a low-security work release in 1981 was arrested by Prescott Valley Police Department detectives after the FBI notified them of his fugitive status. Charles Leroy Cagley, 68, served in Vietnam but was jailed for second-degree robbery in 1981, he had two years left on his sentence when he escaped.

Cagley's wife insists that his past has all been taken care of. "I'm in shock, because as far as we knew all of this had been taken care of," she said. "He's done nothing wrong in all these years. We have four kids and we minded our own business." He has been living in Yavapai County since 2004 and began receiving disability benefits at the same time from the Department of Veteran Affairs.

His wife, Virginia Cagley, insists he had to attain a letter from Iowa to confirm that he was no longer wanted by the state in 2005, which he did. "He had to go to Phoenix and get a letter sent to the (VA) stating that Iowa no longer wanted him and there was no warrant," she explained.

A warden in the Iowa Department of Corrections sent a letter at the time that confirmed that Cagley was no longer wanted by the state. She also produced a copy of the letter which appears to be from Iowa Department of Corrections and is addressed to the Department of Veteran Affairs.

"Upon learning that Charles Cagley could be located in Prescott, Arizona, the decision was made … to withdraw the Iowa warrant," the letter said. "Iowa no longer has … interest in pursuing a warrant nor custody of Charles Cagley." Prescott Valley police detectives said Cagley was wanted on a felony extraditable warrant.
