An absolutely disturbing arrest of a sick and perverse pedophile coming out of Polk County, Minnesota, tonight where officers say they're stunned at what they witnessed after a routine traffic stop turned into a degenerate scene or complete shock.
Law enforcement officers say that this is one of the more disturbing traffic stops they've responded to, where 42-year-old Justin Challender was spotted by an Independence police officer driving along Uglow Street in Dallas, Oregon, stomping on his brakes repeatedly, slowing down, and speeding up; in what appeared to be a case of an intoxicated driver.
After a Polk County officer followed him off of Monmouth Cut Off Road, where he Challender continued to drive at an extremely slow rate of speed; the officer then hit his lights and pulled Challender over.
The probable cause statement from Polk County shows that the officer documented Challender having “bloodshot, glassy eyes with droopy eyelids,” and then asked to see his driver's license.
To the officer's shock, Challender was so intoxicated, that he would instead hand him a work badge that showed he was a mechanic, with his name and photo.
The officer remained persistent in asking Challender if he was under the influence of drugs or alcohol; where Challender would change his story on multiple occasions.
His first reply was attempting to suggest that he had smoked marijuana around an hour before he drove, and then later would claim that he had smoked marijuana about ten minutes before hopping behind the wheel of his vehicle.
After an effort for Challender to pass a field sobriety test due to obvious signs of impairment, he was then placed under arrest, according to the<a href="https://www.statesmanjournal.com/story/news/crime/2018/01/02/polk-county-traffic-stop-leads-child-pornography-arrest/998047001/"> Statesman Journal</a>.
It was at this time that the officer then found a glass marijuana pipe in which was still packed nearly full of partially smoked marijuana.
While searching the car, Challender’s cell phone flashed twice on the dashboard, prompting the officer to pick it up.
Once the Officer realized that the screen was in the middle of playing a video that had been paused; the movie appeared to depict a very young girl” engaged in sexual relations with an adult, also having what's described as an “explicit title”.
Chandler was charged at the time with the sole charge of driving under the Influence, and transported to the Polk County Jail.
During the intake process, Polk County Sheriff's Deputies were undergoing the proper steps to frisk Challender upon his arrival and were stunned when they witnessed a sex toy fall out of his pants leg.
This then prompted Deputies to question Challender about the child pornography found on his phone, to which he claimed belonged to the previous owner of the phone, who was his deceased father.
Upon further examination of the phone, Deputies then found multiple photos and videos of children as young as babies being molested, to which Challender claimed he has zero knowledge of.
Challender stated that he did watch one of the videos earlier in the day after Deputies pressed forth asking for answers as to whom the infant children were.
It appears Challender had been driving around, smoking marijuana inside his vehicle and watching child pornography of infant children; all while masturbating into the sex toy while driving high and watching babies being molested.
He's clearly a very sick and dangerous pedophile and was brought forth on upgraded charges including second-degree encouraging child sexual abuse and DUI and held on $25,000 bail.
According to the District Court, Challender will appear before a Magistrate late next week; where he'll have a chance to ask for a public defender.
Police aren't convinced that Justin Challender was acting on a sole perversion, and are now asking for anyone who may have has contact with the suspect in recent years or that could have possible information to assist their case to contact the Independence Police Department at (503) 838-1214.
